Minnesota Mass Notification Program

Frequently Asked Questions

How do I sign up?
Click below to schedule your initial onboarding meeting. The initial meeting is a virtual demo and discovery meeting and is scheduled for an hour. We recommend inviting any business and IT users who are stakeholders in your department.
What Department or Official should on-board the Agency for the Service?
The IT Administrator, Emergency Management Coordinator, or designated communications official is the recommended representative for the agency for the onboarding process. If other departments are identified as the contact, exceptions will be reviewed for approval.
What types of notifications can I send?
This program supports comprehensive mass notification capabilities including emergency alerts, weather warnings, public safety notifications, community announcements, event notifications, and administrative communications. IPAWS integration enables federal emergency alert distribution.
What kinds of recipients can I notify?
The Minnesota Mass Notification Program authorizes notifications to be sent to citizens, employees, contractors, visitors, students, parents, emergency responders, and other stakeholders based on your agency's communication needs.
Do I have to integrate with my existing systems?
For the most efficient use of the mass notification program, integration will provide the ability to use the data already established in your systems. However, eCourtDate can be used entirely standalone. Authorized users can manually manage messaging and bulk upload contacts. Recipients can self-enroll directly through web portals.
What's the minimum data that we need to provide?
The mass notification system can send alerts via phone, text, email, and push notifications. For the system to utilize data in existing systems, you need at least one contact method. If you are planning on bulk uploading or integrating with your systems, you will need to provide the following:
  • Recipient Type
  • First and Last Name
  • Phone and/or Email
  • Person ID (if available)
For event notifications, we recommend providing:
  • Event Date
  • Event Time
  • Event Type
  • Location Name
  • Incident Details
Which languages does the system support?
eCourtDate supports sending in over 100 languages with English as the default. The system allows for auto-translation of templates but strongly recommends reviewing any messaging with professional translators, especially for the Hmong, Somali, and Spanish languages commonly used in Minnesota communities.
Is geolocation targeting available with the Minnesota Mass Notification Program?
Yes, geolocation targeting is available to agencies under the Minnesota Mass Notification Program for location-specific emergency alerts and community notifications.
How soon can we go live?
You can go live with eCourtDate in as little as one month. Our streamlined onboarding process ensures a smooth setup, including integration, training, and customization to meet your agency's specific needs.
Is there a cost to use eCourtDate?
Awarded under SWIFT Contract, the Minnesota Mass Notification Program is provided through the state contract at negotiated rates. State agencies and CPV members can access the platform through this cooperative purchasing agreement.
Is there a cost to integrate with my existing systems?
In some cases, system providers may charge fees for integration. These fees, if applicable, are determined by your system vendor and are not included in the scope of the SWIFT contract. eCourtDate does not charge any fees for integration.
Is training provided for staff?
Yes, we provide administrator and user training for your team, including how to manage notifications, view reports, and update user preferences. Ongoing training is also available after implementation.
Can eCourtDate be customized for my agency's needs?
Yes, eCourtDate is highly customizable to fit the specific needs of your Minnesota agency. You can adjust notification templates, delivery schedules, recipient groups, and other settings based on your requirements and compliance needs.
What if our agency has multiple departments?
eCourtDate can manage notifications for multiple departments, divisions, and locations within your agency. Each department can have its own configuration for notifications and user access controls. You can see all the functions here.
How can I access my agency's eCourtDate dashboard?
During onboarding, agency administrators will create login credentials for the eCourtDate dashboard, where they can manage contacts, send notifications, and view reports.
Are there any technical requirements for onboarding?
eCourtDate integrates with most systems and data sources used by Minnesota agencies. Our team will guide you through any technical requirements and can assist with IPAWS integration for emergency management.
Who will have access to information provided in the platform?
Each individual agency will only be able to see their own information. Aggregate information may be available to the State of Minnesota for administrative and contract management purposes under the SWIFT contract.
What happens if after we commit, we decide we don't want to participate?
There is no long-term commitment required beyond standard contract terms. The service includes flexible usage options and agencies can adjust their usage as needed. Should you choose to discontinue service, your agency will be removed from the platform according to contract terms.
