Jury Management

Run the whole juror lifecycle on one record. Build the master jury list from your source lists and refill the wheel each term, summon by mail, email, and text, let jurors qualify and defer online, draw the venire, seat and support the panel, log attendance, and pay every juror for every day served. Clerks work exceptions instead of envelopes, and every draw stays reproducible for the record.

Jury management system showing juror questionnaires, summons tracking, and digital jury pool management

The jury office runs a lifecycle, not a mailing.

A summons is one step in a long chain. Pull the source lists, refill the wheel, mail and re-mail, key in questionnaires, work the excusal and deferral pile, draw the venire, call off the standby group when a trial settles, sign in the panel, and cut a check for every day served. Run that on paper and in spreadsheets and the whole term is manual, the yield math is guesswork, and a challenge to the selection process means digging through boxes. Jury Management puts every step on one record, automates the outreach and the paperwork, and keeps a reproducible account of how each panel was drawn.

What it does

Every capability inside Jury Management: built in, configurable, and connected to the rest of the platform.

  • Source Lists & the Jury Wheel

Load the statutory source lists your state uses, typically voter registration and driver license files, into one master jury list. Duplicates and records for people who are deceased, moved out of the county, or inside their prior-service window drop out before anyone is summoned, and the jury wheel refills on your term schedule.

  • Summons & Response Tracking

Issue summons on your own forms by mail, email, and text, with delivery confirmation on every channel. Undeliverable and returned summons are flagged for reissue or removal instead of sitting in a pile, and each juror’s status stays current without a clerk keying it in.

  • Qualification, Exemptions & Deferrals

Jurors complete the qualification questionnaire online, in their language, on any device. Statutory disqualifications and exemptions apply automatically, excusal requests arrive with supporting documents attached, and jurors defer to a later term themselves. Staff review the exceptions instead of the whole return pile.

  • Randomized Draw & Panel Assembly

Draw each venire at random from the qualified pool, then build panels with panel numbers, seat order, and standby groups. Every draw records who ran it, when, and on what criteria, so the selection record holds up if the process is challenged.

  • Voir Dire Support

Release juror questionnaires to the bench and counsel with the fields your court redacts already hidden. The courtroom clerk works from a live panel list, records challenges for cause and peremptory strikes as they are made, and the seated jury and alternates write back to the case record.

  • Reporting Instructions & Standby

Tell jurors where to report, where to park, and what to bring, then reach the entire standby group the night before with a do-not-report notice when a trial settles. Routine questions are answered by an AI assistant in 100+ languages, so the jury line stops ringing.

  • Attendance, No-Shows & Show Cause

Jurors check in from a QR code or a kiosk, and attendance is logged by day, by panel, and by trial without a sign-in sheet. Jurors who never appear are followed up automatically, and the ones who still do not respond roll into a show-cause list with the notice and the disposition on the record.

  • Juror Pay, Mileage & Reimbursement

Pay calculates from the attendance record: per-diem rates by day of service, mileage, parking, and the option for jurors to donate their pay to a fund the county designates. Approved amounts hand off to GovPayPlan or your accounting system, with cumulative totals tracked against the 1099 threshold.

  • Jury Yield & Utilization Reporting

See where every summons goes: undeliverable, unqualified, exempt, excused, deferred, reported, and seated. Juror utilization, no-show rates, and cost per trial stay current in a dashboard, and the statistics your state or administrative office requires export on a schedule instead of a three-week data pull.

From data to outcome, automatically

  1. 01

    Build the wheel

Source lists load by SFTP or REST API, duplicates and ineligible records drop out, and the term starts from a refilled jury wheel that reflects the county as it is now.

  2. 02

    Summon and qualify

Summons go out by mail, email, and text with delivery confirmation. Jurors qualify, claim an exemption, request an excusal, or defer online, and only the exceptions reach a clerk.

  3. 03

Draw the panel and run the day

Draw the venire at random, send reporting instructions, and cancel the standby group before they leave home when a case settles. Check-in is a QR code, and voir dire works from the same record.

  4. 04

Pay and account for the term

Attendance drives per-diem and mileage, approved amounts hand off for payment, and the yield and utilization statistics your court reports are already assembled.

Jury Management questions, answered

What does eCourtDate Jury Management cover?
eCourtDate Jury Management runs the entire juror lifecycle on one record: source lists and the jury wheel, summons, online qualification, exemptions, excusals and deferrals, the randomized draw, panel assembly, voir dire support, attendance, juror pay, and the yield and utilization statistics your court reports. Clerks work the exceptions instead of stuffing envelopes and chasing paper.
Where does the jury wheel come from, and how often is it refilled?
eCourtDate builds the master jury list from the statutory source lists your state uses, typically voter registration and driver license files, loaded by SFTP or REST API. Duplicates and records for people who are deceased, moved, or inside their prior-service window are removed, and the wheel refills on your term schedule.
Can jurors qualify, claim an exemption, or defer without calling the jury office?
Yes. Jurors complete the qualification questionnaire online in their language on any device, claim a statutory exemption, upload documents with an excusal request, or defer to a later term themselves. Staff review the exceptions instead of keying in every response, and jurors who need an accommodation request it in the same form.
Is the random draw defensible if the selection process is challenged?
Yes. Every draw from the wheel is randomized, timestamped, and reproducible, with the operator, criteria, and result logged. eCourtDate reports how the pool holds up against the source lists it was drawn from rather than adjusting the draw itself, so the record shows a random selection you can reproduce. eCourtDate is CJIS compliant and hosted on AWS GovCloud.
What does eCourtDate give the bench during voir dire?
eCourtDate releases juror questionnaires to judges and counsel with your court’s redactions already applied, keeps the courtroom clerk on a live panel list, and records challenges for cause and peremptory strikes as they are made. The seated jury and alternates write back to the case record, so the minute entry does not have to be rebuilt from notes.
How does eCourtDate handle juror pay and mileage?
eCourtDate calculates juror pay from the attendance record using your per-diem rates, mileage, and parking rules, and lets jurors donate their pay to a fund the county designates. Approved amounts hand off to GovPayPlan or your accounting system, with cumulative totals tracked against the 1099 threshold. Time Tracking & Compensation covers the same check-in and payment workflow for attorneys and interpreters.
What jury reports can we produce?
eCourtDate reports yield at every stage, from summoned and undeliverable through qualified, excused, deferred, reported, and seated, plus juror utilization, no-show rates, and cost per trial. The statistics your state or administrative office requires export on a schedule, so nobody assembles them by hand at the end of the term.
Can jury data sync with the case system we already use?
Yes. eCourtDate connects to Tyler Technologies, Journal Technologies, and other systems by REST API or SFTP, exchanging data bi-directionally so juror records and trial dates stay current. Start with what you need, connect what you have, and replace what no longer works.
