The problem

Restitution is owed to people, and getting it to them is the part that breaks down.

A restitution order can span several victims and several cases, each with its own balance and priority. When a payment comes in, someone has to split it correctly, update every balance, and tell the victims, and that work rarely keeps up. Victims wait, balances drift, and there is no clear record of who was paid what. Restitution Management keeps one ordered ledger per victim and case, allocates each payment automatically, and disburses through GovPayPlan.
